A lot of evidence concerning abuse and corruption connected with Children's Aid/Children Services/CPS and the various related government departments and non-government organizations (NGOs) has surfaced in both the U.S. and Canada - yet, over the years, nothing changed.

This indicated that there was a larger more powerful connection at play. It did not take long to find this bigger connection. However, in the early years, there were few people who would accept the reality of these larger global connections.

Most people do not want to believe that corruption and abuse against innocent families and children exists in Canada and the U.S.. They need to feel a sense of security in the society they live in, and that need is so great that most people will prefer to believe a lie rather than face the truth. They want to believe that such things only exist in third world countries !

Understanding that even the basics of the wickedness in Nova Scotia, Canada was hard for most people to accept, we originally limited the information we posted to local concerns. This way, at least, we hoped that we could begin educating Nova Scotians about the reality of abuse and corruption connected with Children's Aid/Children Services/CPS.

However, it broke our hearts to find testimonies from parent groups throughout North America and beyond who had worked years to inform the public and had attemped to change the system, as we had, with no success. They were frustrated and did not understand why, despite all the evidence that had come forward, nothing was done, nothing changed.

We felt they were owed an explanation, so, hopefully, now is the time for people to hear and accept the "Bigger Global Picture".

Finally alternate media, first hand testimonies from people coming out of these evil organizations, and countless politicians began now declaring openly the plan for a New World Order and a one world government. Because of this, it is hoped that people will accept the evidence we are now posting concerning this evil global connection. Because of the push to form a One World Government, we are all connected in our struggle. What is being done elsewhere is being, or will be, done to us because it is the same global power which is working towards the destruction of our families and our children worldwide - And the corruption in Children's Aid/Children Services/CPS is is just one of the instruments they use to achieve this goal.

Thus far there are at least 8 powers that are struggling for this one world domination: the Illuminati, Communism, the Vatican, the Masons, the Islam extremists (understand these Islam extremists are killing fellow Islamic people who do not agree with their extreme views) and India, China, and Russia. They all use and manipulate each other but, ultimately, each wants ultimate control.

In the Christian Bible, it is prophesied that an evil Anti-Christ will set up a one World government utilizing a one world religion where all the people of the world will eventually be forced to worship him alone. It is difficult, at this time, to determine, for certain, if this Anti-Christ raises up from any of the 8 powers mentioned above or elsewhere. Over the years, we have seen the voice of the people shut down: Newspapers, and Radio stations, that were willing to write and broadcast critical articles and interviews against Children Services/CPS and government folded. And radio/media personalities, who allowed people to speak out against Children Services/CPS and the government, lost their jobs or were heavily curtailed.

Both the US and Canada have passed laws to remove our right and freedoms, including free speech: the Patriot Act, numerous Executive Orders nullifying the US Constitution. The latest US government grab for power is the NSAA that would allow the US government to put any US citizen in indefinate detention without charges or a trial.

Oath Keepers (military police and sheriffs loyal to the US Constitution - ready to defend the people against enemies "foreign or domestic" ) and some congress people, senators and US States have also taken a stand. Even concerned individuals have gone to the courts to fight the NSAA.

We believe the internet, as we know it, soon will be limited. Eventually internet use will be removed completely from the hands of the people. The time is short. The time to get this information out is now. No one is immune from the abuse of Children Services /New World Order/Agenda 21 etc. The victims can be your family, your children, your grandchildren, your nieces and nephews etc.

You cannot move away from this threat - It is global !You must not put your head in the sand! - There is a global plan to destroy the family unit and physical, sexual and mental abuse is an essential part of Trauma-Based Mind Control, one of the many mind control programs used by this global system to destroy our children. They are also using the more insidious Neuro Linquistic Programing (NLP) to alter people's value system. But the current and planned use of Electronic, Psychotronic Mind Control which can be used on people in mass is the most alarming of all ! They want our children to rebel against us. They want the new generation to view the "state" as their parent.

But worse than all this, they want to kill off most of the people on this planet, and all under the guise of environmentally saving the planet. We have been declared the enemy - They openly state that we, and our children must be sacrificed for the greater good.

If this sounds extreme to you then it is because you have not been paying attention to the world events that are unfolding before your very eyes. You have been lulled into ignorance and apathy. The expansion of sports and sports arenas, the addiction to various social networks, the focus on celebraties on so called "news" shows. This has all been designed to placate the masses and to get your focus off politics and the changes that are being done to you and your family. Your attention has also been diverted to worrying about the economy and an "enemy" that shifts and changes to suit the political manipulating whims of a small powerful elite. - and this spell has been caste over you "by design". The people in the highest realm of this global power call us "stupid sheep", and we are being lead to the slaughter !

You heard it right. Over the years, the Department of Community Services has shipped our children out of province, and even out of country to a number of different locations! One such place has the deceivingly innocent name of Cinnamon Hills and is located in St George, Utah, 2 hours northeast of Las Vegas, Nevada, and 5 hours south of Salt Lake City. Cinnamon Hills was 1 of 4 "out of province placement providers" mentioned in the 2006 Nova Scotia publication Report of the Child Welfare Steering Committee , page 24 (check hyperlink). The other 3 "placement providers" mentioned are Robert Smart, Wood’s Home, and Hull Homes.

St George is located in a high desert at an elevation of 2,800 feet, and has 8 inches of annual precipitation with an average maximum temperatures for the summer months between 95 and 101 degrees Fahrenheit! This is a whole different climate folks and with that comes a whole different culture. To be sending our children to such a place, based solely on the climate, is a culture shock - how much worse when they are separated from everyone they know and love and everyone who knows and loves them!

We have recently accessed information concerning the Ambassador Inn located at 1481 S Sundland Dr, St. George UT 84770. This is a for profit business owned and run by Cinnamon Hills using the sweat of our precious children.

Until very recently, the e-mail address for the Ambassador Inn, posted on StGeorge.biz was tara@cinnamonhills.com . In the 2005 tax return for Cinnamon Hills with Employer identification number 87-0573781 , TARA SWYERS is listed as BUSINESS MANAGER for Cinnamon Hills with an income of 93,401 + 2,237 = $95,638. JACK WILLIAMS, the PRESIDENT was pulling in $252,968 .

In the 2005 tax report, STATEMENT 2, FORM 990 , PART III: ORGANIZATION'S PRIMARY EXEMPT PURPOSE states To provide a highly structured residential treatment program focusing on treatment of substance abuse addiction, behavioral, and/or mental health disorders for boys and girls ages 13-18. The 2004 tax report specified "to over 100 boys and girls"

See below the newspaper article from the Halifax Herald Boy charged in school bus beating headed for U.S. boot camp. At 10 years of age, this boy lost his father through drowning. He had not received any counseling services and had begun violently acting out. ( While girls tend to turn inward when they are depressed, it is typical for boys to turn outward when they are depressed, acting out their depression through anger.)

By 12 years of age, this boy was in trouble and the mother states that she “ volunteered to give up custody of her son in April so he could receive the help he needs.” Shame on this province for forcing any parent to give up their child so they can receive the services they need . The basis of the Children and Family Services Act 1990, is that the families and children should receive services so that they are NOT torn asunder!

To add to this we have been able to access documentation from the the state of California that declares that they were so displeased with Cinnamon Hills that they recalled all their children and sent memos to all departments stating that the government would no longer cover the expenses for any child sent to Cinnamon Hills.

In addition, we have accessed letters from family members posted on a US advocacy site warning parents about Cinnamon Hills and urging them to retrieve their children from this institution. These letters are also found below.

We believe that there is no excuse for sending our children so far a-field. These children need to come back home! But the major concern is, who is watching over the well-being of our children, especially if they have been taken into permanent care where all contact with family has been severed? We do not trust the Nova Scotia government to be honestly accountable for these children.

Did you know that after a little 5 year old girl, Rilya Wilson , went missing in Florida while she was suppose to be in foster care, (she had been missing for 2 years before this was detected) that a number of states did an inventory of their children in the system and it was determined that hundreds of children were unaccounted for! We need to be concerned about shipping our children to United States and we must not be so naive to think that such things cannot, and do not , happen here either. We need to watch our government, provincial and federal, we need to make them accountable to us. We assure you that there is more greed in this county then most people would like to acknowledge and our precious children and our families are paying the price for this ignorance .

YARMOUTH - A 12-year-old boy charged in a violent attack on another youngster aboard a Yarmouth school bus last month will be sent to an American facility by the Nova Scotia government, the boy's mother says.

"He's going to be shipped off to Utah in January," the woman said in a telephone interview from Cape Breton. "He went into permanent care with Family and Children's Services. "They think that he's a risk to the other children."

Neither the mother nor her son can be identified under the Youth Criminal Justice Act.
On Nov. 4, an 11-year-old boy was pummelled on a school bus unloading children at Meadowfields Community School. The victim was knocked out and collapsed on the floor of the bus where his assailant continued to kick him and stand on his head.

The victim was taken to hospital by ambulance after the attacker fled on foot.

RCMP said they believed the attack was unprovoked. They later arrested the 12-year-old, who lived at the Hebron Residential Centre near Yarmouth, and charged him with aggravated assault.

The boy made a brief family court appearance and was sent to the Nova Scotia Youth Centre in Waterville for an assessment. He is there now on remand until he returns to family court in Yarmouth on Jan. 12.

On Dec. 15, the boy's mother met with officials in Waterville. That's when they broke the news to her son that he was headed out of province.

"They have something down there that's sort of like a boot camp and I guess they've sent other children there.

"They said (he'll leave) sometime in January after his court hearing," said the boy's mother.
"I was sitting there at that meeting and they wanted to call him in to let him know that he was going to be going to Utah and . . . into permanent care."

The woman said her son did not misbehave at the meeting but was shocked at the decision.
"He keeps telling me that, but it's not going to happen. It's sad. It's really sad how everything turned out. I was very miserable that day when I came home."

"He was in tears. He wanted to come home," said his mother.

"The boy's father drowned two years ago. I found that a lot of the anger came when his father passed away because he was just starting to get to know his father and spend some time with him," the woman said in a previous interview.

The boy has had a hard time dealing with his grief and was not being counseled for it, she said. Family and Children's Services later got involved with the family because the boy accused his stepfather of hitting him, which is not true, the woman said.

"He's full of anger," she said on Nov. 9.

"My son was suspended [from school] 13 times in one year."

Those suspensions occurred at a school in central Nova Scotia the boy attended before he was moved to Yarmouth.

The woman said she volunteered to give up custody of her son in April so he could receive the help he needs.

She said her son was in foster care from April until August, when a bed was found for him at the residential centre near Yarmouth.

He wasn't there very long when he was charged with fighting and using a piece of glass as a weapon.

"I wanted him to come back home, " the woman said. "If he didn't have these assault charges, he would have been coming home (from Yarmouth) in June."

Nova Scotia has 2,000 children in foster care, Community Services spokeswoman Vicki Fraser said. Of that number, 21 have been sent out of province this year for specialized treatment, usually involving anger management or addictions counselling. That's about average for a one-year period. And the province does send kids to Utah, Ms. Fraser said.

She said Nova Scotia sometimes sends young people to the Cinnamon Hills facility for troubled teens. The Cinnamon Hills Youth Crisis Centre is about a two-hour drive northeast of Las Vegas in St. George, Utah.

Children as young as 12 may attend Cinnamon Hills, says its online statistical information.
Last year's admissions in the 92-bed facility included a total of 82 adolescents. The average stay was nine months. Forty per cent of admissions were female and all admissions were under 25 years of age. The cost of treatment is $1,600 US per week.

The Utah centre serves teens with behavioural, mental health, educational and/or substance abuse issues who need a highly structured environment with 24-hour supervision. Nova Scotia also sends kids to centres in Ontario and Alberta, Ms. Fraser said.

This program is confirmedly abusive. Below are two statements regarding atrocious abuses at this facility. Please do not send your child to this program. If your child is currently enrolled at Cinnamon Hills, rescue them immediately. Here are the statements regarding abuse.

ONE GRANDMOTHER’S STORY

My grandson spent 7 months in 2002 at Cinnamon Hills in Utah. He is mentally disabled. His family and he lived in California and it was an 11 hour drive to go see him. Cinnamon Hills told us that even if we had driven all that way, if he misbehaved while we were in route, we would be turned away without a visit with him. On several occasions when we visited him, he would have bruises up and down his spine from being restrained. The restraining could come from something as minor as kicking his bed.

If his did the least little thing, he would be put in a room for punishment and not allowed to come out till he was ready to "behave". My daughter went once for a visit with her son and he was missing a tooth. she inquired about and was told "he fell in the shower.” She asked if they had taken him to a dentist and they told her "not until he starts to behave". My daughter got very upset and told them that even prisoners get medical attention. My grandson stuck to the story about falling in the shower until another boy from Cinnamon Hills was a patient of my daughters and he recognized her and told her that the staff was restraining her son and he was having trouble breathing (he has asthma) the only defence he had was to try and bite the one restraining him, upon that the staff member shoved his head to the ground so hard and broke the tooth.

These people who are staff members are built like gorillas and my grandson weighed maybe a 100 pounds at that time. These kids were not allowed to look at members of the opposite sex or they were punished, had to keep their heads down when a woman or girl was present.

My grandson was forced to wear girls sneakers and we could not bring him anything different. We were not allowed to take his picture or use our own cell phones and let him call and talk to his siblings at home. No one other than this boy's Mom was allowed to phone him and that was once a week and could only talk to him for 5 or 10 min and the calls were always monitored from staff.
My grandson also had a fungus on his feet that was even on the tops of his feet and we were not allowed to bring in medicine for it, they would take care of it but never did.

I would hope that anyone reading this to not, no matter how desperate, put their child in Cinnamon Hills.

ONE AUNT’S STORY

I was not abused at Cinnamon Hills but my nephew was. You may have already heard from other members of my family who've found your site but I wanted to put in my two-cents worth just in case.
My nephew spent over a year at this facility. His mother and grandparents live in California so driving to Utah to visit him was a long drive. The staff at Cinnamon Hills can deny visitation at any time and did so on several occasions, only notifying family members when they arrived that he had 'misbehaved' and was being denied the visit from his family. This was much more like a prison than a Behavior Modification Center! One can only imagine the frustration of driving for days only to be told at the last minute that you cannot see your child.

This policy gives the facility a prime opportunity for abuse since parents are only allowed access to their children at the facility's discretion.

During one visit my sister noticed that her son's front tooth was missing. She asked why he had not seen a dentist and they told her it was because he had not behaved and therefore could not leave the facility to see the dentist. Denying medical care should not be a consequence of one's behavior!

My sister is very proactive in her son's care programs and is used to being very involved in his treatment. This system was new to her and since he was in another state he was out of her local jurisdiction and she was completely at a loss as to how to deal with this situation.

She was ultimately able to retrieve her son from Cinnamon Hills but she did not retrieve the same son that she had left there. He was now afraid of people and behaved like an animal that had suffered abuse; hunkering down when approached, and other fearful behavior. He refused to speak about his tooth and what had happened. She had been told by Cinnamon Hills that he had slipped in the bathroom but he would not comment on it.

After his release my sister, who worked in a hospital, received a patient one day that was a prior resident of Cinnamon Hills. This patient recognized her from her visits with her son and asked her if she knew what happened to her son's tooth. This person claimed to have witnessed the entire event. It seems the staff had 'restrained' him for what they arbitrarily deemed unacceptable behavior. Several staff members participated in this restraint effort which makes no sense to me as this child can't weigh more than 90 pounds soaking wet! Apparently they got 'a little rough' during the restraint which resulted in knocking out my nephew's tooth.

My sister returned home and told her son that she knew what had happened to his tooth but didn't tell him what she knew. She assured him he was safe and asked him to tell her the truth. She did not lead him in his response...only created a feeling of safety in revealing the truth. His first response was "I misbehaved"...when prodded further he told the exact story the witness had provided.

His family was never told of this and was in fact denied visitation until his mouth had healed enough for him to be seen by them.... Meanwhile they concocted the story and used fear to persuade him to go along with their made up stories about how this had happened.
This is the way I recall it being told to me at the time. I plan to forward this site to my sister so that she can write her own version, which would be straight from the horse's mouth.

I advise anyone who is considering long or even short term placement of their children in ANY facility, regardless of the state, to first investigate the facility and make absolutely certain that you, the parent, have the right to have regular visitation and access to your child regardless of the child's behavior. Contact with parents is ESSENTIAL to any behavior modification program and taking away that right from a child is emotionally abusive!!

I would also recommend that you ensure the facility is governed by state and local laws and that a patient advocate for the governing bodies is available to investigate any concerns parents may have regarding the care of their child.

PLEASE DO NOT ALLOW YOUR CHILD TO BE PLACED IN CINNAMON HILLS!! IT SHOULD BE LISTED AS A CONFIRMED ABUSIVE FACILITY AND NO CHILD IS SAFE IN THEIR CARE!

ONE MOTHER'S STORY

I am writing on behalf of my Daughter. She is a resident of Cinnamon Hills. She is a victim of Child Abuse from her Father and when she began to get in trouble she was sent to A Wilderness Camp in Pennsylvania, and when that didn't work, the Judge sent her to Cinnamon Hills in Utah.

She was only [suppose to] be there for 9-12 months. She has been there for 2 years now. She is scheduled to come home shortly, but I'll believe it when I see it. Every time she gets close to coming home they come up with another reason why she can't.

They have placed her on a medication called Effexor XR for depression, which in turn caused side effects such as insomnia, weight gain, constipation, headaches, and aggravation so they in turn placed her on sleeping pills. She was bullied by another pier to give her the sleeping pill and when she just couldn't take it anymore, she caved in and gave the pill to the girl.

My Daughter was scheduled to come home the following week but because of that she received a two month suspension. I had already purchased he airline ticket to come home, which was going to be reimbursed, but that didn't happen.

She gets in trouble if she can't sleep but when I tell them to stop her medication, which is causing the sleeplessness they just argue with me, and give me a run a round about signing papers to have that done, but I never get the papers to sign.

Another problem is, (and I have witnessed this first hand when I was out there to visit) is that she was not allowed to go to the bathroom when she asked to. There is always a waiting list which takes twenty minutes or more to go. Just last week, they ordered her to start drinking more water for her constipation and when she did, and had to go to the bathroom, and had to wait so long before they would let her, she wound up wetting herself. This has been going on now for a few weeks. I am sure that did wonders for the self esteem of a sixteen year old girl.

Also while I was out there visiting, I asked about what kind of qualifications and experience that the staff had, but they just ignored me and I was told that I just had a chip on my shoulder.
They go through staff like crazy.. Can't seem to keep them. They are always advertising for help.
She is getting off her suspension Nov. 2 and now they want to send her to a Group Home for another six months. There isn't a bed available at the place they want to send her so she will have to wait another month to leave.

She is not an alcoholic or drug user. She just had the misfortune of having a Father who was a Child Abuser. I live sixty miles away from her Father, and they want to send her to a place that is closer to him than to me. She needs to be home with me in a loving and nurturing environment, and not with more strangers with more problems.

She is a straight A student and needs to get on with her life and school. I have written to the Judge, and the head of Probation, and Congressmen and anyone who will listen, but it doesn't seem to do any good. If anyone can help me get my Daughter home, please help me. She is a good kid, but the system is going to ruin her. "Everything in my statement is true. I give HEAL permission to use my statement."

The Halifax Children’s Aid Society sponsors a newsletter created by youth who have been apprehended and are in the system. This newsletter is now called The Voice of Youth in Care, but when you understand the history of this newsletter you will realize that the name of this publication could not be farther from the truth. Indeed, under the direction of Andrew Safer, the Halifax Children’s Aid Society have muzzled the voices of the children and have molded this newsletter into what they want to present to the public. The first publication of this newsletter was introduced to the public in 2001 under the name Listen! The System : It Doesn’t Work For Us. http://www.youthnewsletter.net/pdf/the_system.pdf This was the true voice of the youth. It was a blatant cry for help and shame on the politicians and the numerous other people who received and read that first publication and did nothing to respond to this cry. This publication was an expose that the youth hoped people would hear and respond to, but instead, it was ignored.

The text in this newsletter is bad enough. But the artwork and graphics, especially the collages say even more about being in the Halifax Children’s Aid System:

Marion Tyson, Deputy Minister of Community Services, has worked directly under 3 Ministers of Community Services, Peter Christie, David Morse and now Judy Streach.

Because we have grave concern about the justice system and the family courts used by the Minister and the privately operated Children’s Aid/Family and Children Services to apprehend children, it is important to note Marion Tyson’s long and illustrious history with the Justice Department in Nova Scotia. In addition, one should ask, why has the government chosen a hard-nosed, very experienced lawyer to this position in Community Services instead of a person with a social work or psychology degree and history? Could it be because the government's focus is to victimize families in court - not help them?

Graduated from Dalhousie Law school and immediately joined the NS Department of Justice

Acted as solicitor for various government departments concerning a variety of subject areas including, education and labour, appearing at all levels of court.


Acted as a solicitor for the Department of Labour in the Westray mining disasater case.


In the Kaufman Report, 2002, Marian Tyson is described in 1996 as a senior solicitor for the Department of Justice, advising officials of the Justice department concerning what information should be released to employees.

The Court decision handed down on Feb 3, 2004 by Justice JE Scalan, flowing from the abuse of youth and adults in institutions in Truro, states “During the intial phase of the investigation process the government representative, Marion Tyson, failed or refused to recognize the jeopardy of the employees. She resisted every attempt by the employees to obtain information about the allegations and to have the right to counsel during interrogation . . . . By August 1996, Ms Tyson withdrew from the file and the problem of disclosure and the right to representation during the IIU process seemed to have disappeared with Ms Tyson’s departure (12, 29)."

Ms Tyson has been moved to the Justice department!

This is not a change that warms our heart! We are very concerned about the ineffective corrrupt system that we have witnessed in the courts. We are also very concerned that the Supreme Court - Family Division, that was suppose to extend throughout Nova Scotia many years ago, has been confined to the Metro area and Cape Breton.

This has resulted in closed door secretive cout proceedings that allow and encourage the ineffectiveness and corruption within the court system to continue.

And by appointing Judith Ferguson, who also served as legal adviser with the Justice department, as Deputy Minister of Community Services, we can see that the focus of this government has still NOT changed!

We need caring humane people at the helm - Not these bull nosed lawyers!

Premier Rodney MacDonald on Thursday announced new deputy ministers for the departments of Community Services and Justice.

Marion Tyson, deputy minister of community services, will become deputy justice minister.

And Judith Ferguson, assistant deputy minister of community services, will move into the role of deputy minister.

Ms. Tyson has worked for the province for 30 years.

She became deputy minister of community services and president and CEO of the Nova Scotia Housing Development Corp. in 2002.

Prior to that, she served as executive director of court services at the Justice Department and as a lawyer providing advice to government departments.

Ms. Ferguson was appointed assistant deputy minister in July 2004. Previously, she served with the Justice Department and was legal adviser to the Public Service Commission and the Justice Department.

Their appointments will take effect March 19.

5. The Department of Community Services

The Department of Community Services

Our greatest concern with the Department of Community Services (DCS) is that they do not follow the Children and Family Services Act 1990. When they speak to the media, government committees, or bear witness in court, instead of answering the direct questions, they pull out the act, hide behind it, and quote from it as if they actually followed it. They are smooth talkers and the naive public, as well as the media, and the elected government officials fall for their stories hook line and sinker.


People do not check out what has been said, either assuming what they say must be true, being to too busy to follow-up, or being part of the corruption, itself.


We, the people of Nova Scotia, must wake up out of our lethargic sleep. The government is NOT watching out for your best interests! The danger is at ever family’s doorstop and we have a responsibility to assist the families that are being victimized now .

Now let us explain the breakdown of the sections of the Department of Community Services that are connected with the apprehension of children and the victimization of families.


According to the Nova Scotia’s Current Mixed Governance Model hierarchy graph on page 23 in the recent Deloitte and Touche, Final Report - Governance and Business Model Review, Deputy Minister, Marion Tyson is directly under the Minister of Community Services David Morse .


From this graph, it is clear that she has no connection whatsoever with the privately run Children’s Aid Socities/ Family and Children Services organizations, and, as stated earlier, these privately operated organizations report directly to the Minister.


According to the Nova Scotia’s Current Mixed Governance Model hierarchy graph, the governance splits into three branches.

Siege of Shirley Street: two years later, still no answers

Two years have passed since Halifax’s "siege of Shirley Street." Two years this month since the police seizure of a five-month-old infant, the death of her grandmother, and the arrest of her parents.

Since that time, there has been a plethora of court proceedings – criminal trials, family court hearings, decisions and appeals. The parents are in prison and the toddler – as far as we know – is still in the custody of the Children’s Aid Society. It was the parents’ refusal to relinquish her to the CAS shortly after her birth which had led to the police action.
There is still unease among many people in this area about the use of a militarized police/SWAT team during the May 2004 events in what appeared to be a convenient opportunity to rehearse for a possible terrorist strike on the city. Many of us are also uneasy about the opaque powers of the CAS.

The CAS is a quasi-private, government-funded, not-for-profit organization which, though well-intentioned, is in effect answerable only to its board. This absence of public accountability is a comment you will hear even from other social workers. No formal explanation has been given to the public for why the CAS wanted the baby removed from her parents: "Client confidentiality" is the mantra used to hide behind this wall of silence.

As far as can be established, the apparent reason the newborn baby came to CAS attention was that her parents, Carline Vanden Elsen and Larry Finck, had previously run afoul of the legal system in Ontario by abducting children of their previous relationships. Neither had been accused of neglecting or abusing these children, and there was no suggestion before or after she was seized that the five-month-old nursing infant had been neglected or abused.

But it was clear that her parents had antagonized authorities by dissing the legal system and the CAS in Ontario, as they were to do here in Nova Scotia. Their behaviour may have been intensely annoying, block-headed and eccentric. It was, however, no justification for the state to condemn their baby to the damaging uncertainties of a childhood in the foster-care system. (One year ago, at the age of 17 months, she was already in her second placement, and it was officially recorded that she had been upset by her move, at the age of 12 months, from her first placement. We do not know what her present situation is).

As for the siege itself – the violent means employed to seize the baby were profoundly inappropriate. They could easily have resulted in her being injured or killed. They did lead to the death from heart failure of her grandmother, Mona Finck. The weaponry with which the Halifax police and the RCMP (according to their own testimony) were armed included semi-automatic sub-machine guns, and Taser guns. There was also the battering ram used in the middle of the night in a residential street against the home containing the five-month-old baby, her parents and frail grandmother. When the couple emerged after nearly three days with the body of Mrs. Finck on a stretcher, there was a melee in which a knife was used to cut a Snugli – with the infant in it! – from off the mother. Then a Taser gun was used to force her to remove her arms from under her body when she was lying on the sidewalk.

It would have seemed reasonable if the people responsible for ordering the attack had been charged with endangering life, but even calls for a public inquiry were ignored by the minister of justice. The Halifax police promised that there would be a formal review of the events. Two years on, and despite questions from Mayor Peter Kelly, there is still silence. There is a similar silence from the Mounties. These are not healthy signs in a democracy.

Last summer, a group of people, who wanted the whole business exposed to the air, got together to push for the inquiry. We wanted the public to be told what evidence of actual or potential harm had been presented to the Family Court to justify ordering the baby be taken from her parents, and why massive force had been used. The informal group included five independent and experienced journalists (Stephen Kimber, Kim Kierans, Ian Porter, Dulcie Conrad and myself) as well as Ray Kuszelewski, who had been Larry Finck’s Legal Aid lawyer; Joyce Dempsey, a neighbour of the Fincks; and Susan Stuttard, a retired professional.

We have been supported in our demands by a wider group of citizens, from engineers, nurses and lawyers to professors and social workers, all of them equally disturbed by the behaviour of police and government-associated agencies in these events. To quote a letter to this newspaper from Winifred Milne, the retired director of social services for the Nova Scotia Hospital, "a climate has been created which may put subsequent vulnerable children and families at further risk."

None of us should forget a lesson of both Mount Cashell and the Indian residential schools: You cannot always trust the state to protect children; sometimes it can be the instrument of their destruction. It’s time we had a careful look at how we are dealing with our children deemed in need of state protection, and ask how we could do it better. One major step forward would be the creation of the post of an independent children’s advocate, a suggestion made to government by a group including Mrs. Milne – in the early 1960s!

It’s not too late to call or write to MLAs or to the minister of justice, requesting that a public inquiry be set up into the events around that baby’s seizure in May 2004 by the RCMP and Halifax police. And residents of HRM could write to or call their councillors, requesting that they push for the release of the police report. It’s the very least that is owed to the late Mona Finck, to her little granddaughter, and to all the children who may be taken into care.

Heather Laskey’s book The Children of the Poor Clares: The Story of an Irish Orphanage, published in Ireland in 1985, was the first to expose the abuse of children in church-run institutions. She also wrote and broadcast about the child immigration movement from Britain to Canada.


Children’s Aid Society drivers suspended:Society bars two workers after drug, gun arrests

Two women have been suspended from working with the Children’s Aid Society of Halifax after being arrested on gun and drug charges Monday.

Shannon Johnson, 28, and Melody Husbands, 25, were arrested with two men at an Ardwell Avenue address in Spryfield early Monday morning and were told Tuesday they won’t be working for Children’s Aid at least until their legal issue is resolved.

"We heard about it late Monday and responded immediately in terms of letting the service providers know that they were off our list," Barbara Williams, the acting co-ordinator of family and adolescent services with the society, said Thursday.

She wouldn’t say how long the two independent contractors had been doing work for the society. Their duties involved ferrying children who had been removed from their parents’ home to and from visits with them.

According to a society release issued Thursday, service contractors are screened annually through a police check, a scan of the child abuse registry, references and other steps.

At their arraignment in Halifax provincial court Monday, Ms. Johnson and Ms. Husbands told the court of their work and were granted an amendment to their release conditions to allow them out of their houses to do occasional work between 10 p.m. and 6 a.m. As well, they were given permission for the same reason to have incidental contact with each other.

The women were arrested at about 2 a.m. at an address Ms. Johnson shares with co-accused Trevor Miller, 26, court records show. Ms. Husbands’ address is listed as Tamarack Drive in Cowie Hill. Harold Patton, 27, of Connor Lane in Halifax was also arrested. All four were charged with possessing a weapon and drugs.

Halifax Regional Police say they seized a sawed-off shotgun, a large amount of marijuana, smaller quantities of morphine and cocaine, hundreds of ecstasy pills and thousands of dollars in cash.

Mr. Miller was remanded and the other three are free with conditions until all four return to court May 15 to plead to the charges.

Some of us have been watching with great concern the case of the unlicensed 16-year-old boy who, after stealing a car, was responsible for the death of Theresa McEvoy. At times, a number of personalities from Community Services, along with their lawyers, have been seen at the resulting Nunn inquiry.

We believe it is important that the public become more involved in this inquiry. We are concerned that this boy did not receive the services that should have been extended to him and his family that may have prevented this tragedy.

3. Children's Aid Society/Family & Children Services

Children’s Aid Societies/Family and Children's Services of Nova Scotia

Do you know the difference between the commonly used term Children’s Aid Society and the commonly used term Children’s Services ? Don’t feel bad if you don’t because most people do not even have a clue!

First of all, I do emphasize the use of the words “commonly used” because, at least in the Halifax/Dartmouth area, these are the 2 terms used and few know the distinction and most, including us, do not use the terms correctly. In fact, we did not learn the nuances of the correct terminology until we researched this article.

Let us explain. Many organizations working under the Children and Family Services Act, 1990 (CFSA) are privately owned and operated. The knowledge of this surprises most people. We are used to bugged eyes and mouth drops when we tell people this . Most people are shocked to learn that private players are apprehending our children in Nova Scotia - but we assure you, this is the truth. This information can be found in the document published by the NS Department of Community Services, Review of Child Welfare Services Governance and Business Model: Final Report, June 2004, pg 23.

There are 7 private organizations in Nova Scotia that use the term Children’s Aid Society in their name. An example is the Halifax Children’s Aid Society . In the Halifax /Dartmouth area, the term Children's Aid Society is “commonly used” for these private organizations while the term Children’s Services is “commonly used” to denote the government agencies. The government run Dartmouth organization is commonly referred to as Dartmouth Children’s Services. However, it is not that simple, and the use of this term, “Children’s Services”, turns out to be incorrect

Let me explain. There are 7 additional private organizations that function under the name Family & Children's Services and another that utilizes the term Children's Aid Society & Family Services in its name! For clarification, I have itemized these 14 private organizations at the bottom of this article.

The government offices working under the Children and Family Act, 1990 only identify themselves as Regional, District or Satellite Office and in court actions they identify themselves as Community Services, with the Minister of Community Services taking action against the families.

It is ironic that we have come to use this term, Children’s Services, to identify these government players when this is one of the major complaints we have against Community Services - the lack of the services specified in the Children and Family Services Act, 1990 which are suppose to be offered to families so that children are NOT apprehended.

Worse still is the fact that many of these families were zeroed in for victimization after they proactively requested services to assist their families.

This is a shame that the people of this province must ignored no longer!

***Lastly, it is important to note that these private organizations working under the Children and Family Services Act 1990 , according to the hierarchy charts posted by the Department of Community Services, report directly to the Minister of Community Services. This is a disturbing state of affairs because reporting to an elected official, who, in fact, has limited, if any, knowledge of the practical, day to day, administration of these private organizations, means that there can be little if any accountability.

2. Minister of Community Services

The Minister of Community Services

David Morse, Conservative MLA for Kings South, is the current Minister of Community Services. Politically speaking, he oversees the Department of Children’s Services and the various Children’s Aid Societies scattered across Nova Scotia.

The Liberal and NDP political parties have specific MLAs designated as Community Service Critics to focus on matters that fall into the realm of Community Services including the Department of Children’s Services and the various Children’s Aid Societies. Besides attempting to meet with the Minister of Community Services, it is these elected representatives which the citizens of Nova Scotia should be going to with their concerns about these organizations . (We will talk about these critic in more detail later.)

It is important to understand that David Morse is an elected official who was appointed to this position by the premier of Nova Scotia. As such, he can be appointed and dismissed at anytime . He is NOT an employee of Children’s Services or Children’s Aid and any knowledge he has of the actual functioning of the Department of Children’s Services or Children’s Aid Societies is information which the long-time employees on the higher end of the hierarchy of these organizations have decided they want him to know.

In a sense, the Minister of Community Services is a figurehead - not much more - easily lead and misdirected by experienced long time players in the Department of Children‘s Services and the Children’s Aid Societies . Attempting to avoid accountability, we believe this position of ignorance suits both the government and Department of Children’s Services and the Various Children’s Aid Societies.

We have no knowledge of any ordinary citizen of Nova Scotia, and certainly no advocacy workers, who have been granted a meeting with the Minister of Community Service. Our numerous attempts have been shunned. The way we see it, they dare not allow such meeting because any knowledgeable person would easily identify the informational shortcomings of this Minister. Instead, people requesting meeting are directed to various people down the line.

We understand that David Morse sits in an ivory tower on Spring Garden Rd. behind bullet proof glass. Have you seen the government offices lately with their locked security doors, buzzers, cameras, and bullet-proof glass? Why, we ask, has this government become so scared of the citizens of this province?

For years, we have struggled to get the ear of the media, which the Nova Scotian government threatens and stifles. But we do want to acknowledge the few brave media personalities who have dared to speak out on the issues or have given us a platform to speak. Thank you - Do not give up the fight - We will persevere!
This is an important issue. You do not want to wait until your family is victimized before you educate yourself . There is much you need to learn, and, psychologically, it takes considerable time to absorb the evidence.

Many of the players in this dysfunctional system, that extends far beyond the Department of Children Services and Children’s Aid Societies, know the psychology of controlling the masses. (we will discuss this later) which makes it difficult for the citizens of Nova Scotia to hear, let alone, believe, horrific allegations against the system, despite legitimate mounting evidence.

In addition, we have come to understand that the politicians of all stripes, blue, red, and orange, are not only content to keep the status quo, they are so intricately linked with each other, as well as larger global powers, that it behooves them to stand idly by as our families are victimized.
